Whit Ayers, a veteran pollster who serves on the board of the consultants’ association, said in an interview that threats of fines — up to $1,000 for each time a voter is called by a polling firm — were enough to potentially bankrupt small polling operations.
“We are warning them to consult with their counsels before doing any polling in New Hampshire to make sure they are not caught up in this web,” Mr. Ayers said. “It’s a classic example of poorly drafted legislation that tries to solve one problem and ends up creating a half-dozen other ones.”
